Quick answer
Can you get French citizenship by investment? Not directly. France doesn’t sell its nationality and has no citizenship-by-investment programme, so the real question is how to get French citizenship through investment in two stages. What money can get you is the right to live here, through a multi-year ‘talent’ card for a direct economic investment of at least €300,000. After generally 5 years of habitual residence you may apply for French naturalisation, which is never automatic and is decided case by case.
It’s often the first thing investors ask us in Dubai, and it deserves a straight answer. Some countries hand out a passport in return for a donation or an investment. France isn’t one of them. Here, nationality comes by decree after years of residence, and the State keeps the final say. Your investment still matters, because it’s how you get to live in France legally, and every later step depends on that.
4 facts to know first
- There’s no French citizenship by investment. Naturalisation is a decision of the French State, made by decree, and an application can be refused or postponed (Service-Public).
- The investor route gives you residence, not French citizenship. A direct economic investment of at least €300,000 can lead to a multi-year ‘talent’ card, valid for up to 4 years (Service-Public).
- You generally need 5 years of residence before you apply, with your family and the centre of your interests in France (Service-Public).
- Since 1 January 2026, anyone applying for French citizenship must prove B2 French, oral and written, and pass a civic exam of 40 questions (language, civic exam).
Can you get French citizenship by investment?
No, not in the sense most people mean. A citizenship-by-investment programme grants nationality in exchange for money, with little or no requirement to live in the country. France doesn’t have one. The French Civil Code sets out how a foreign national can become French by a decision of the public authority, and residence sits at the heart of it (Civil Code, articles 21-14-1 to 21-25-1).
So if you’re working out how to get French citizenship through investment, think of it as a two-stage route. The first stage is a residence permit that you can obtain through investment. The second is naturalisation by decree, which you apply for separately, years later, on the same terms as any other long-term resident.
That matters for planning. Your €300,000 counts towards the residence permit. It isn’t a qualification for French citizenship, and on its own it doesn’t shorten the wait. At the naturalisation stage the authorities look at how you’ve lived in France. Are your family and your work here? How good is your French? Have you paid your taxes and kept a clean record?
Be wary of promises
If someone offers you a French passport for a fixed price, or promises a date for your naturalisation, they aren’t describing any official route. Service-Public warns that private websites charge for help with French naturalisation, even though the procedure itself is free apart from the €255 tax stamp (naturalisation page).
What does France offer investors instead?
What France does offer investors is a residence route. The card’s official label is ‘talent-porteur de projet’, in its economic investment version, and many people still call it the Passeport Talent investor visa. It’s France IDEA’s main programme, and our France Residency by Investment page covers it in full.
The official conditions
According to Service-Public, all three of these must be true (talent card page):
- the money is invested by you, either directly or through a company that you manage or that is at least 30% yours;
- jobs in France are created or kept as a result, or you formally undertake that they will be;
- at least €300,000 is put into fixed assets in France, whether tangible (premises, equipment) or intangible.
How France IDEA structures it
In our programme, the €300,000 is a qualifying direct economic investment in an operating French company with employment commitments, and it stays invested for 5 years. A passive property purchase does not qualify. Buying a flat to live in or to let gives you an address in France, not a residence permit.
The permit is issued for up to 4 years and can be renewed, subject to continued eligibility. Processing takes 2 to 5 months*. There’s no French language test for the investor permit itself, and your spouse and children can come with you on ‘talent-famille’ cards, without the family reunification procedure (talent-famille page). Our Talent Passport family guide explains how that works.
*Subject to individual eligibility and decisions by the competent French authorities.
Investment risk
An investment in an operating company carries risk, including the possible loss of capital and limited liquidity. France IDEA publishes no return figures and nothing is guaranteed. The final investment documents govern.

French citizenship by investment requirements in 2026
Once you’ve lived in France on your investor card, the question becomes how to get French citizenship through naturalisation by decree. Service-Public lists the conditions (naturalisation page). In short, you must:
- be at least 18 (you can file from the age of 17);
- hold a valid residence permit when you file;
- have at least 5 years of residence in France behind you, unless an exception applies;
- have your home in France when the decree is signed, meaning the centre of your material interests (including work) and your family ties;
- prove your assimilation into French society through the civic exam and an interview at the prefecture;
- prove French at level B2, spoken and written;
- show professional integration, with stable and sufficient income for yourself and your household;
- be of good character, with no prison sentence of 6 months or more without suspension in France and no conviction for terrorism or for an offence against the “fundamental interests of the Nation”.
The 5-year rule and its exceptions
The standard minimum is 5 years of residence in France. The Civil Code allows shorter periods in listed cases. For example, 2 years can be enough after two years of study leading to a degree from a French university or grande école, or for someone who has rendered, or can render, “important services” to France through their abilities and talents (Service-Public). Each exception is assessed case by case, so plan on 5 years.
Why living in Dubai can stall an application
This is where many international families get caught out. French law looks at where you really live, not just at the card in your wallet. If you live in France but your spouse or children live abroad, Service-Public says that French citizenship may be refused. The same goes for your work and income. The centre of your material interests has to be in France.
If your family keeps its home, its business and the children’s schools in the UAE, start planning this years ahead. Our guide to France residency from Dubai explains how clients organise the move itself.

How long until you can get French citizenship as an investor?
French citizenship as an investor is a matter of years, not months. Here’s the realistic sequence.
| Stage | Typical timing | What happens | Source |
|---|---|---|---|
| Investor card | 2 to 5 months* to process | Long-stay visa, then the multi-year ‘talent’ card, valid for up to 4 years | Service-Public |
| Renewal | Before the card expires | Renewable, subject to continued eligibility (the investment and the job commitment) | Service-Public |
| Residence period | Generally 5 years | You live in France, with your family and interests here | Service-Public |
| Language and civic exam | Before you file | B2 French certificate under 2 years old; civic exam of 40 questions | language, civic exam |
| Naturalisation decision | Up to 18 months after the receipt | Reduced to 12 months after 10 years of residence; can be extended once by 3 months | Service-Public |
*Subject to individual eligibility and decisions by the competent French authorities.
In practice, an investor who settles in France with their family should expect at least 5 years before applying, then up to 18 months for a decision. You don’t need a 10-year card first. Naturalisation only asks for a valid residence permit on the day you file, and a renewed talent card is one.

How to get French citizenship through investment, step by step
Here is how to get French citizenship once your years on the investor card are behind you. The order follows the official procedure for naturalisation by decree.
- Check your residence record. Count your years of residence and make sure your spouse, your children and your main interests are in France.
- Get your French to B2. You need a French diploma or a TCF or TEF certificate issued less than 2 years before you file, showing B2 in speaking and writing (language page).
- Pass the civic exam. It is a 40-question multiple-choice test in French, taken on a computer in up to 45 minutes. You need 32 correct answers. You sit it at a centre approved by France Éducation international or by the Paris Île-de-France Chamber of Commerce and Industry (civic exam page).
- Prepare your evidence. Company owners and managers provide the company’s registration extract, an accountant’s statement of their income, the company’s tax position and their own tax notices for the last 3 years (income and tax proof).
- File online and pay the stamp. In most cases you apply through the online naturalisation service and pay a €255 tax stamp (how to buy it).
- Attend the interview. If the file is admissible, the prefecture invites you to an interview on your assimilation and your adherence to the values of the Republic. You sign the charter of the rights and duties of the French citizen at the end.
- Wait for the decision. The administration has 18 months from the receipt to answer. If the decree is signed, it is published in the Official Journal, and your unmarried minor children who live with you become French too if they are named in it (Service-Public).

What documents do you need?
Service-Public has the full list. For an investor, these are the papers the file usually rests on:
- a copy of your valid residence permit, both sides;
- your passport or another official identity document;
- civil status documents, such as your birth and marriage certificates, with translations where needed;
- proof of your address in France;
- proof of your resources and taxes, including tax notices for the last 3 years;
- your B2 diploma or language test certificate;
- your civic exam pass certificate;
- if you have lived in France for less than 10 years, a criminal record extract from each country where you have lived (or, failing that, your country of nationality), which for many of our clients includes the UAE;
- the €255 tax stamp.
How much does French citizenship cost?
The official fees for French citizenship are small. The big number is the investment, which isn’t a fee at all.
| Item | Amount | Source |
|---|---|---|
| Direct economic investment (investor card) | At least €300,000 | Service-Public |
| First talent card | €350 in tax stamps (€300 tax + €50 stamp duty) | Service-Public |
| French citizenship application (naturalisation) | €255 tax stamp | Service-Public |
| EU long-term resident card (optional) | €250 if you already hold a valid permit, €350 otherwise | Service-Public |
| Language test and civic exam | Not listed by Service-Public; ask the test centre | language, civic exam |
Translations, legal advice and the running costs of your company come on top.
Investor card, 10-year card or French nationality?
People often mix these three up, so here they are side by side.
| Investor talent card | EU long-term resident card | French citizenship | |
|---|---|---|---|
| What it is | Multi-year residence permit | 10-year residence permit | Citizenship, with a French passport |
| When | From the start | After 5 years of lawful residence | Generally after 5 years of residence |

Common mistakes to avoid
- Believing French citizenship can be bought. France has no citizenship-by-investment programme. Anyone selling one is selling something that does not exist.
- Keeping the family abroad. If your spouse or children live outside France, your French citizenship application may be refused, however long you have held a card.
- Leaving French until the end. B2 takes time to reach, and certificates expire after 2 years. Start lessons in your first year in France.
- Treating the investment as passive. Property bought to live in or rent out does not qualify for the investor card, and the company must stay active with its job commitments.
- Ignoring your French tax record. The naturalisation file asks for 3 years of tax notices. Get advice on your tax residence when you move.
Frequently asked questions

No. France does not grant nationality in exchange for an investment. Investors can obtain a residence permit, and may later apply for naturalisation like any other long-term resident.
How much do you need to invest to live in France?
The investor talent card requires a direct economic investment of at least €300,000 in France, with jobs created or safeguarded. Passive property purchases do not qualify.
How many years until I can apply for French citizenship?
Generally 5 years of habitual residence in France. Shorter periods exist in listed cases, such as 2 years after two years of higher education in France.
What level of French do I need for citizenship?
B2, spoken and written, since 1 January 2026. You prove it with a French diploma or a TCF or TEF certificate issued less than 2 years before you file.
Can my children become French with me?
Yes, if they are unmarried minors who usually live with you and they are named in your naturalisation decree.
Is French naturalisation guaranteed after 5 years?
No. Naturalisation is decided case by case. An application can be refused or postponed even when the basic conditions are met.
